Title: Kicker Shaft Length

Is it possible to use a long shaft (20") kicker on a 25" transom without a bracket to lower the engine?  I was wondering if the prop on the kicker has to be below the bottom of the hull to work properly?  Or since the hull will never be on plane will it work to have the prop higher than the bottom of the hull?
