no, sorry man....
I believe that the regs say that even if you are not fishing for steelies, but are fishing for some other species in a system enjoying a return of steelhead, that you still must purchase a stamp...could be wrong there though....but for sure if you are fishing for steel then you must have a stamp! C&R or otherwise....
hope that helps,
rib

Ribwart is correct. You need a steelhead stamp to fish for steelhead regardless whether you plan to retain one or not.

So if I hit a river where there might be other species of fishing including Steel, I would have to purchase a steel stamp???

Kind of as a point of interest. i renewed my Washington one today as our's are up same time as yours. It cost me $23 for mine. If or rather when my buddies from B.C. come down to fish, a one year license will cost them $49. My B.C. license cost me $85 and change and then i think $60 for a steelhead tag and same for a salmon one....big difference huh???  :'( :o :'(

Heh Golfman65, I think this is fishings version of the graduated green fees in some parts of the world, you know, where locals play for a very reasonable, and much apprecaited fee, and the "out of towners" get beaten to death with their own wallets????;D ;D ;D

yeah, i've felt that slap too...but to be honest, i don't have a problem with it as it's a small price to pay to fish some of the beautiful rivers and lakes you got up here....i bought my new license today up on the vedder, cost me $145 , 85 for license, 65 for steelhead stamp... :'(
