That clip on the decline in sport fishing is old news. Try 12 years old!!!! Like most things Joe Public does not pay any attention until the ax is at his neck. Remember Rafe and I were ringing the bell on fish farms three years before emperor Gord lifted the moratorium.
Yes sport fishing is decline and believe you me there are some capitalist who are wringing their hand in anticipation of privatizing it.
BUT it can all be different if the apathetic are willing to get off their _ _ _ _ and do something about it. Here are some of my suggestions to turn this thing around.
Carbon tax on top of high fuel prices? Buy American! The border is not that far away. Or how about somebody get creative and start a Fishing Train. We have enough good fisheries within walking distance from our rail lines. It was done until the InterUrban tracks were pulled and it is still done in both New York and Oregon States.
Take your kids fishing. What costs more a season of organized hockey, soccer, basket ball, base ball + the camps that go along with it, or a year of fishing (Kids don't need a license you know and you can get them started for under $50. The rest works for Christmas and birthday gifts). Also when you take a kid fishing you get involved in their life; instead of sitting in the stands watching or just dropping them off (that life involvement is a big plus during puberty when Dr Jekyll turns into Mr Hyde).
In short don't just complain, look for answers. Creativity, creates solutions, and we can all use more of that.
