A decent 3 or 4 piece 9-10ft Med/Heavy casting rod?

I can't seem to find one.  I would like to be able to take it with me on the local flows but have it available for when I take air travel.

I don't know of any.
I think your best bet would be a custom casting rod built from a 9' 12wt 4pc fly rod blank.
Dan Craft FT9012-4 blank should meet your requirements at a reasonable price point, though it's not going to be cheap like 2pc baitcaster rods.

Fly blanks made into casting rods can be very nice as they are lighter and usually very sensitive.  However a word of caution... a fly blank may bruise more easily than a blank designed as for spin/casting.  Check the warranty of the blank if you are going that route.  Also the rod builder may offer their own warranty.  I would tend to agree with Typhoon about a 12 wt. 
Have you considered using a switch rod as an alternative, especially if you center pin.  I have seen fishermen using 8wt switch rods as cp rods.

In general most fly rods, switch rods and even spey rods are not fast enough action to be used as a casting rod. A centerpin rod can have slower action and be generally softer than casting rods, so spey conversions to centerpin float rods are pretty common.
The FT is stupid-fast for a fly rod, which might make it suitable as a casting rod. I compared the CCS numbers of the Dan Craft FT to my Fenwick HMX and they are relatively comparable, so I think it would be a good match.
