It seems like the bulk of that article is an excerpt of this one: http://www.outsideonline.com/outdoor-adventure/science/Genetically-Engineered-Salmon-Running-Wild.html?page=all

From what the company is saying, it sounds like the fish suffocated in the tanks (i.e. that they were using the term lost as synonymous with died off, rather than with escaped). In other words, I think the guys/gals at Gizmodo may have misinterpreted what happened in this case  :P

In fact, based on the info packet (http://www.fda.gov/AdvisoryCommittees/CommitteesMeetingMaterials/VeterinaryMedicineAdvisoryCommittee/ucm201810.htm) it seems like that Panamanian facility is pretty frankenfish-tight  ;)
