For those of us who fished Scale over a decade, the only thing of concern during early season is that inside channel. During really high water, we had to wade across the inside channel to get to the main bar. Fishing from the main bar is not dangerous if you don't wade out to stand in the middle of the river. The lowest part of Scale is really calm water. Actually when Scales drops too much, I am off to other bar. Not interested to fish waist deep in wader in summer for long hours. That is only reserved for winter steelhead season, LOL. Saying that, most of the guys are wearing waders near the fishing border even if they are just wading out 5-10 ft from shore, making it necessary for other guys to wade out. Why? A long cast should cover the little distance of 10 ft.
There is actually more danger of getting a violation from CO for fishing beyond the fishing border than anything. During busy day, everyone tried to fish near the fishing border as the lower part of Scale will be too shallow (and you have to wade far out). So guys will take chances to fish above the boundary. The COs can come out quickly through the houses at the top, which you and I cannot access. We have to walk a mile (from parking) for a spring.
