I have tried the small dried shrmip in packages from T&T.  They fall of the hook instantly.  You would probably have to steam them to get the texture right.

I've tried sea snails, stayed on the hook but nothing bit.

Squid works for flounder.  Tried it once for trout and they nibble it but don't seem to want to eat it.

I've also tried the small whitefish sold in the fresh fish section at T&T.  Steamed them and they fell apart easily, no bites from the ones that stayed on hook.

I do use the packages of pre-cooked peeled shrimp meat from T&T for trout and flounder.  I cut each shrimp into five pieces.  A package costs $7 and lasts for a long time.

I thought of the dried fish or shrimp because of the strong scent.  Have you tried tying bait to the hook or leader with a thread?

I tried that many years ago on the T but didn't get anything. The easiest way is put a few of the dry shrimps in a spawn sack and tied it up like roe bags. Those summers don't seemed to have any Asian genes in them and they only seemed to prefer the fresh cooked prawns

That's way too much effort for a small fish.  And using pieces of shrimp works well without tying, so I don't bother. 

Roe bag style might work, but again, too much effort.  Trout fishing is meant to be easy.

I've used ghost shrimp for salmon fishing and then I run the hook and line through the body a few times, with a half-hitch around the tail.  But that's for 5lb+ fish and a #1 or bigger hook.

I don't fish with bait for these stocked trout, but if I did, I'd go with worms.  It's the only bait that smells and wiggles to attract the attention of the fish.

I would say the fish are a definite no, as I believe they would be classified as a fin fish by bc regs.  Just a reminder it is illegal to use any fin fish as bait in freshwater unless you are sturgeon fishing, or set lining in lakes in regions 6 and 7, and they must be just the heads or headless.

make your own bait its cheaper
flour, water, grated cheese, and some garlic paste/powder
combine, adding water last and a bit at a time until you have a dough
roll small pieces into small balls drop into boiling water for a few minutes, cool in fridge and you are set to go
