selling crab gear at the pier

Hi....i go crabbing and fishing at ambleside. I recently noticed  a guy selling crab traps at the pier and he confirms  he go crabbing almost everyday.  He does not have a permit to sell. Is this illegal to sell crabbing gear at the pier. How should this incident be reported.

Call West Vancouver by-law as it may require a business license. Other than that I don't believe it's illegal.

Not much difference than me buying a couple floats from someone if I ran out.
Now!  If he was selling crabs, that's a different story.

You would have to think that anyone who shows up to fish, or gets an incling to fish spur of the moment and buys gear on-site probably doesn't have valid license...

Undercover DFO should sell the kits on site at the local piers.  Then bust the people for fishing without a license.  Fine them, sieze the gear.  Then re-sell it to the next mook that walks by intent on fishing without a license.

We could record it on GoPros and make them public.  Like bait car videos!

In criminal law, entrapment is a practice whereby a law enforcement agent induces a person to commit a criminal offense that the person would have otherwise been unlikely to commit. There is no criminal code violation.  No 'crime'. 

Like a bylaw infraction.
