Fishing for shiners - "artificial" baits

Hi - just got back from a weekend camping at Montague Harbour and did some fishing with the kids, which they always love.  We fish for Shiners on the dock and even managed a striped perch this year as well as some as yet unidentified black ones with silver stripes. We use tube worms for bait and the fish love it, but someone on the dock mentioned that they are protected there and we shouldn't use them. I'd be quite happy to use an alternate bait (prawns, powerbait, etc) does anyone have any recommendations?  Also, what size hooks would people use? We were using #12 but the hook ups were rare, but we had no gut hooked fish (as little kids often miss the strikes).

Garden worms, mussels,shrimp for shiners. Try small crabs from under shore rocks for perch.

Thanks for all the suggestions (and any more)! I may organize an experiment with the kids to test a few of these.
