Estimating Lower Fraser Tides

I can find the Tsawwassen tide times (Today high tide at 5pm, Tuesday)
How much do i add or subtract to get the high tide for the south arm of the fraser (near richmond)?
And....is the best bet 2 hours before and after high tide?

My tide tool shows Tsawwassen High at 4:52 - 4.20M and North Arm and Middle Arm high at 5:10 - 4.00M, Steveston high at 5:15 - 4.01M.
