Public Comment Invited on the
Upper Harrison Water Power Project
Cloudworks Energy Inc. has submitted an Application for an Environmental Assessment (EA) Certificate to the
British Columbia Environmental Assessment Office (EAO) for the Upper Harrison Water Power Project. The
Project is subject to review under the BC Environmental Assessment Act and the Canadian Environmental
Assessment Act. Related provincial authorizations under the Water Act and Land Act will be reviewed
concurrently.
The Project consists of five run-of-river hydro-electric facilities, with a combined generating capacity of
approximately 102 megawatts, interconnected by 52 km of transmission line. The Project would be connected
to the BC Transmission Corporation 360 kV transmission line between Bridge River and Rosedale, BC. The
facilities are located on Tipella Creek, Upper Fire Creek, Lamont Creek, Upper Stave River, and Northwest
Stave River, in the vicinity of Port Douglas at the north end of Harrison Lake, approximately 50 km northwest
of Harrison Hot Springs, BC. The components of the facilities include diversion weirs and intakes, buried and
surface penstocks, powerhouses and switchyards.
An electronic copy of the Application and information on the EA process is available for viewing on the EAO
website and Project Information Centre at www.eao.gov.bc.ca. Paper copies of the Application are available
for viewing at the: District of Mission Library, 33247 Second Avenue, Mission, BC, V2V 1J7, phone (604) 826-
6610; and the Douglas First Nation Band Office, Tipella, BC, phone (600) 700-3271.
A formal comment period on the Project begins March 6, 2006 and ends April 5, 2006. During this time
the public is invited to comment on the Application, and potential environmental, economic, social, heritage or
health effects of the Project. The purpose of the comment period is to document issues as they relate to the
technical review of the Application. Form letters, petitions or other submissions that only state a position for or
against a given project cannot generally be considered.
