while i enjoy fishing the whole river, i prefer the upper due to it's varying types of water. I dunno which is best so i can't answer your poll. Some guys have a knack for catching fish in the lower while others excell in the upper..... depends on the types of water that you and your abilities are comfortable in I guess. Many guys target mid river as this is where the flattest flows are and where a lot of holding water forms. For targetting hatchery fish, many folks hit the lower as the fish have passed by less gear at that point.
