I love to fight with CHUM and i want to try my 9wt fly rod with them.. :) no retention is ok with me happily..  :)

No chum yet. Springs and cohos in the river right now. Be careful of the water level and of some anglers who apparently would barge in beside you and whip their 10ft leaders into your face. (yes....that happened to me today)

I don't fish the lower end that much so I would say there are no chum in the cap (you certainly don't see any past the canyon)...but thats not 100% accurate as many North shore schools release chum fry in the creeks feeding the cap (chapman I think is the main one)...anyhow, there are some chum around...not many compared to other rivers with natural runs or hatchery support.
