I've actually had this conversation before with my girlfriend. She feels a lot better about catching and releasing fish if they manage to swallow the bait while she is letting them go, but we still have not found a way to actually have the fish willingly take the bait after being caught (except bullheads, they will eat anything anytime).

you arrive on the shore of the lake early in the morning ;
as soon as you put together your tackle, the fish start to jump arround; from far away you can see the water swirls
the fish make to get to your fishing spot; as soon as you cast your spinner, a feeding frenzy starts...
nah...i wouldn't like it...
a lot of the rainbow fish I've caught on the lake had nothing in its stomach; sometimes some green-black paste,
which is a sign that it fed on grass or algae; since we will catch and release them anyways, why not give them a snack as well?

you can train fish in a small pond enviroment, but not thinking a lake or river.
I had fish that would jump up and take food from my hand, it only took a few months to train.

Maybe you can train small bait fish to lure big fish................
