Hi,

So the pinks using the incoming tide to travel up river, but
what happens to the pinks during the low tide? 
I mean is there a way to fish them successfully from shore during low tide? Or certain parts of
the river that is not flowing as fast?
Any input would be appreciated.

I find they stick to areas with less current.  Two yrs ago I found excellent outgoing tide fishing in a back eddy....can't get to that spot anymore.  I'd look on google maps to try to find current blocks, natural or manmade, and try behind them for fish that may have stacked up during the outgoing tide.  Others may have different experience but thats what I've seen so far.

I find first light in the morning is the key, fishb has to rest some where, the rest is the tide. right now every where is full of fish, just the matter of put the time in.

Yes its harder to find them under low tide. I agree with marmot, less current areas such as sloughs, bays, backwaters. Sometimes you'll find a slough or backwater that is stacked with a big school at low tide and find excellent fishing. The next day, same tide, its empty. So it can be hot and miss, but definitiely worth a try at low tide.
