In the canyon, during the last couple weeks, the only thing I have seen people fish with is roe on barbed hooks.  I just say howdy and move along.

I have NEVER seen a CO in the canyon.  20+ years of fishing there.

CO's in kayaks would be stealthy  8)

The canyon is too hard a trek for the CO. I don't think they want to walk that far or go down a rope to issue a ticket.  ;D

Also sure that they don't want to kill themselves just to see if an angler might be fishing in a possible spot.

Correct, and not just on the Cap.
Sure, not all will be caught and they don't swoop down with lights a flashin' and sirens blaring.
Sometimes they'll follow you to the parking lot.  Heck they've even followed people home who've limited out and then returned for a second limit.
I do wish they'd do it a little more showy at times though.

It's like if you see a police car you:  slow down, double check your seatbelt, stash your drugs and guns, make sure everything at least appears legal.
It's the ones you don't see that'll get you for speeding (not that I speed  ;)).
