I'd be interested to hear the backstory to that shot.
I don't know about this particular shot, but I can offer some insight from firsthand experience in the old country.
In certain years with heavy rains, some very productive rivers flood the fields. As the water recedes, many fish end up trapped in ponds like the one in the picture. Regulations mandate that they must be caught with fishing tackle, not scooped with nets or hands. Hence, you end up with a bunch of guys with anywhere from one to three rods each 'fishing' around a small pond full of fish. And yes, there are some really big ones in there.
As the pond almost dries out, the uncaught fish is usually just hooked (snagged) and taken out. Unless of course, COs decide to give them a lift back to their home river which is now hundreds of yards away.
It's a meat fishery, not much different from the sockeye flossfest.
