Spawning Channels - Coquitlam River

I have been noticing a good return of Chum to the Coquitlam River this year. It is certainly good to see and gives me some hope for the future of this once beautiful river. It seems though that the Coquitlam suffers from a couple of serious issues, two of which are the run-off from the gravel mines, and the lack of spawning habitat due to diking. It seems to me that a possible solution to the latter issue would be the construction of a spawning channel (like Weaver Cr) above the gravel mines.
I am aware of the hatchery run by the Poco Fish and Game Club, but would like to hear others opinions on whether or not this is a feasible option.

I thought that lack of spawning habitat due to drinking only applied to human males, not rivers :)
