Help with spinners

Made myself a bunch of spin lures with a #3 blade. chucked them in the river yesterday and sometimes the blade wouldn't spin.

Im wondering if the clevis is too small and not allowing the blade to extend out enough?

going out to buy larger clevis to see but I'd rather know if it's a different problem before I go.

ASAP means 11pm tonight... :( (working)

The blade would spin it seemed if I reeled it in super fast... It would probably snag one before it catches one. ..
