There should be no surcharge, period.
There is already enough money and taxes paid out to authorities for these things.
They should have a central SAR organization that will cover entire lower mainland and Fraser valley.
Anyone who goes into prohibited areas should pay for their search and rescue.
Anyone who needs legitimate rescue, like the fisherman in Rodney's article should be rescued at taxpayer expense.

Here's the detail I was looking for. So, it's not a local gov't initiative and it's not for a specific search and rescue group, as Hohummm has said.

search and rescue are always highlighted with missing hikers and snowboarders and skiiers going out of bounds. lift tickets and rentals and season passes should be hardest hit with surcharges. Also recreational boaters and hunters should be in the pool as well.
