There is most likely a negative frequency dependence on Jack reproductive success.  The fewer the jacks there are the higher fitness the individual jacks will have.  This creates a situation where you would never expect to see a huge overabundance of Jacks in any given cohort of fish although it always pays to have some present.  As sneaker males, who attempt to fertilize eggs as adult fish are courting each other, if there are not enough full adult males to court the female fish the jacks will not be able to reproduce because they cannot properly fulfill the adult role.  Sneaker males (Jacks in this case) are prevalent in a lot of fish species, a few that come to mind are sunfish/bass and threespine stickleback.
