great read and post,   if you look into the poaching violations, there are strong trends that  form in the different types of fisheries,  it seems that greed(not ignorance) for certain ethnicities (the clams and rock fish examples) are due to resteraunt or black market buyers. I can almost say everytime i hear about a clam/crab /rockfish poacher, i know the type of name that follows, Thats really irks me to no end but, like always, fisheries officers are far too few and far between to even make a dent,  price of doing business for these people

I agree.  Sometimes we have to accept the fact that race does factor into the equation.  I am asian myself and see this trend amongst certain races.  Frankly the penalties are a joke.  Fines for selling contaminated shellfish?  This stuff could make someone violently ill or even kill yet all that happens is a a fine?  Poaching should result in immediate forfeiture of all gear including boats and licenses for commercial and sports.  I'm sick and tired of this BS that says that we should be understanding because they are trying to make a living yada yada yada.  If I stole a couple of thousand dollars from my employer, at the very least I'd be fired and I could potentially face criminal charges.  It would be very tough for me to find a similar job as it would go on my record.  Set stiff penalties and make sure everyone knows the rules and what will happen if they violate them.  If they still poach then too bad.
