I'm pretty sure jugging has been outlawed in many parts of the US.

I'm pretty sure jugging has been outlawed in many parts of the US. 
So has interbreeding, but that doesn't stop some folks either ;)

Very old technique used for centuries in the Mediterranean. Before the advent of styrofoam and plastic bottles, fishermen used large chunks of corkwood. Depending on the targeted species, they'd set different types of baits at different depths. Each fisherman used different colours/markings to identify their jugs.
Very efficient technique which is restricted to a limited number of licensed artisan fishermen. I remember my late grand uncle taking me out his boat some 35-40 years ago and letting me drop them in the water, and even retrieve some when the fish was small enough for me to handle safely.
