Subject:  FN0750-RECREATIONAL - Salmon - Region 1 - Campbell River Recreational Fishery - closing a portion of the Campbell River to angling

Fisheries and Oceans Canada (DFO) have been working with the Ministry of the
Environment and the local recreational committee on the issue of foul hooking
chinook salmon. Intentionally (willfully) foul-hooking fish or attempting to
foul hook fish is illegal and that non compliance may result in closure. (Foul
hooking is defined as:  hooking a fish in any part of its body other than the
mouth.)

A regulatory change has been recommended and implemented for the one portion of
the river at the end of Maple Street.

Effective immediately until 23:59 hours October 31, 2009, that portion of the
Campbell River from a boundary sign at the end of Maple Street downstream to
the boundary sign at the cement block will close to angling for all species of
fish.

They have closed a portion of the Chilliwack river (the 'limit hole' just below the hatchery) in the past, presumably because of snagging.

Sad that they have to close it rather than enforce the law. They could be making some good revenue ticketing!

--I assume they closed all commercial fishing if one boat violates any of the rules.

--What happened to the wilderness watch program and having enough officers to protect a fishery. I'm getting very tired of closure as the Only method of controlling recreational fishery.
--Are all open pens banned when there is an escape from one. If one fish farm violates a rule are all fish farms punished.
--I also assume a fisheries officer must have been there to observe the offenders so they must have been apprehended and the problem ended!!!!!

I say good on them for closing it. It must have been pretty bad for them to have done it.....just look at what happens on the Veddar in certain spots (ie. limit hole, KWB, etc.). Surely fisheries officers can't be parked all day long at these snagger hotspots, so maybe the only way to deal with it, is closing those spots where fishers continuously abuse the resource........as long as they leave the rest of the river open for those of us who actually fish properly though.

I agree with this comment.... after fishing the lower Vedder last weekend I felt a little sick to my stomach.... watching adults that should know better teaching their kids how to snag pinks was a little too much to take... they use a float so I guess they feel like they are fishing properly... having 10 feet between your float and weight with a five foot leader in 5 feet of water is a little silly methinks !! however that seemed to be the setup of choice on that day....

 Talking to them and trying to explain that they are snagging every fish they catch results in arguing and if I hadn't of left , a few people would have taken a swim !!  unfortunately as far as the rules are set out right now , they aren't doing anything illegal .... it seems shutting down sections of the river to all fishermen is the only way to deal with this problem .

The Upper Fraser Valley Sportfishing Advisory Committee fall meeting is coming up in a couple of weeks from now and I'm sure the Chilliwack River fishery problems will be addressed once again as the DFO resource manager has already brought it up in an email recently.

--lets suppose I'm an anti fishing guy. I can get a fishery closed by advertising that fish are being snagged on a regular basis.
--one of the reasons they made limited entry hunting rule that you had to go out and hunt. some groups just applied for all draws then pinned them on the wall as a victory against hunting.

I think there must have been some real snaggers there !!  NOT the ones who are seasoned in disguise .
Leave the Chilliwack out of it and the DFO in the dark they will wreck it for all of us ( trust me)
The snaggers we will take care of  ( the real ones ) I mean...

 There are so few violations don't you think ? ( don't need to over police) unless you hate all fishermen...
If you are new to the sport you are bound to make mistakes. There are alot of DFO oficers who can't tell there fish apart.
Do you want them to tell you what you can and can't do.  NOT ME !!!

a very dangerous precedent gets set every time a fishery is closed...as another person just said..rumors could fly about snagging even though it could be a lie and that would result in sporties losing a fishery.  once a fishery is closed, it has to go thru many panels and referals to many a people and or organizations, like first nations, commercials etc before it is re-opened.  does anybody really want to chance that?

the easiest answer is always to just close it.  still better to just police it more.  some places have enough fishers to do this without officers.  that is my oppinion anyhow.
