Lower Fraser River regulations help please :)

i was looking at the online fishing regulations for the fraser (tidal portions) and i am a bit confused. (i want to fish around the month of the coquitlam). because it is a "stream" you must use single barbless hooks but are you allowed bait (real bait) when fishing for trout or pikeminnow and the such.  ??? if anyone has a link to a clear outline of the regulations (i found the ones on the fishery site confusing, or maybe that was just the part i was looking at) or could post them, i would be very thankful. :) thanks for your help.

It's a stream above the tidal boundary. Below is ocean and subject to tidal regulations for that area.

If you are fishing at the mouth of the Coquitlam River, then the Tidal Fraser River regulations apply because the area is downstream of the tidal boundary of Coquitlam River. In this case, it does not really matter because barbless hook is required for both the Coquitlam River and Tidal Fraser River. The only difference is that in the Tidal Fraser River, you are allowed to use two single barbless hooks if you wish.
