It seems that DFO doesnt have uniform wordingfor all of their fisheries notices..."viable" is defined as "physically fitted to live"...the way I see it [and perhaps the communal licence holders] is that non viable steelhead and coho can be kept then? what the crap is this? they need to clarify ambiguities for the fishs' sake...

From the notice:

The Tsawwassen First Nation fishery is targeting Chum Salmon and an incidental
catch of Chinook salmon may be kept.  All efforts and attempts shall be made to
return all non target species to the water alive and unharmed.  All viable
steelhead, wild Coho Salmon and sturgeon must not be retained.

Impossible to tell if the retained bycatch was "viable" after it has been sitting in a tote for several hours.

I know! that just makes me steam with rage...and arguably, by the time the catch goes to the dock...they can say ALL fish were "not viable" when they were retrieved in the net...
