I remember when I was a kid we used to go fishing for dog fish off the dock at Jericho Beach as well. We used herring and they seemed to love it, night, day and any where in between! Good luck.  ;D

Keep the bait about 4' off the bottom.  Dogfish don't swim along the bottom.

http://tinyurl.com/d5llzus  You might find some information here.

I was under the impression that Jericho wharf was demolished.  Could be mistaken.

I think they are migratory, so I'm thinking you won’t see any until June or July.

Something around 1/0 would work fine.  Remember to use wire leader (sold at Cnd Tire etc), 100lbs Powerpro, Fireline or 60lbs+ mono for the leader or the teeth will cut through.  Watch yourself on the spines in front of the first and second dorsal fins and don't put your fingers near the mouth.  Dogfish have no bones per se, so they can bite you if you're holding the tail, however, they don't appear to possess the strength to flip up an bite at hands on the tail if you hold them vertically by the tail.  I never caught any in the winter, I assume they come into the shallows in the summer only, but I don't know that for certain.

I definitely 2nd the "watch the spines" comment as you get stuck by one of em and you will not be a happy camper as they are slightly poisonous.....which if you have allergies and get stuck my one of the spines then it could get alot worse......otherwise it will just swell a bit and get irritated/itchy more than likely.

in my experience with them so far......approx 2 - 4 ft......I think the biggest I have got so far was just under 4ft....maybe they get bigger, but not sure as I have caught only maybe a dozen over my time and just under 4ft was the biggest.

I've seen them up to 6' in Princess Royal Island down south 4 is a biggun used to be schools of big ones around Jedediah Island.

Few things are easier to catch but if you're not getting any bites put an old sock on your hook-throw it out/reel it back in-that approximates the action you'll get.

Honestly  targeting those slugs is as pathetic a waste of time as geocaching.
