What were they fishing for

hooked this gear at the Stave River while using a hook similar to the small one in the picture
what on earth were they fishing for with this set up

Judging by the way the line is attached to the 3 way swivel I would say it was some VERY green anglers fishing for anything that swims with fins. I just hope they never caught anything as they probably would have killed it whether it was legal to do so or not...

Unfortunately, I have seen this type of gear quite a few times on the Stave.  Sometimes they squeeze in next to you or worse, 2 friends that squeeze in on both sides of you and you're stuck untangling their mess or move.  Would a bouncing betty ban on the Stave belp?

If there was a line of lighter breaking strain than the mainline holding the sinker to the swivel it would resemble the catfish rig we use for shorefishing cats on the Red River.  There are so many rocks if you get hung up you just leave it sit and when a cat takes the bait most of the time the lead is pulled free, and if it isn't the leadline breaks leaving you to play the fish.  Are there sturgeon or carp in there?  What size is the small hook?  As it is that's a death rig and a tethered fish would have no hope.  I've pulled some funny stuff out of the river I fish here too.

haha, I did some "research" last few seasons:

In 2011 (BB season), I collected around 140 abandoned hooks from the Fraser bank and 1/4 of them are barbed;(don't need to buy hooks for few years!)

In 2012, Chehalis, 9 of 19 are barbed, almost 50%;   

In 2013 Vedder Steelhead season, collected 11 hooks so far and NINE of them are barbed!

That's because the guys that have a clue about ethics arent loosing gear.
It's a shame if your numbers are true... Even worse is if you know how to fight a fish I don't think it matters if you're barbed or not.
