No its not a dropper fly. The top fly looking thing is a weighted attractor with no hook.  I wish droppers were legal in BC but this is the next best thing.  It seems to help attract them in.

Interesting that no fish went for the top fly. Do you ever see that happen?

One fish in the video actually took a bite at it, but generally they all bite at the lower fly. The fish are usually at a specific height off the bottom and I try to keep the fly in that zone.
