You can fish for pinks in the Squamish, Ambleside Beach, Indian Arm and Howe Sound right now.  As of August first, the pinks would not be scheduled to enter the Fraser for 1 more month.  Assuming salmon is open on the Fraser, you should have lots of chances to get pinks and other salmon species.

The fact you're asking is a great thing, don't let some grumpy forum dude throw you off.

No, they are referring to non tidal (the cap is non tidal from the Highway 1 bridge down to the Rail bridge at the mouth). The tidal portions of most coastal streams (except the Fraser and tribs) are still open (not part of the special closure, which targeted non-tidal portions of streams affected by the drought), so check the tidal regs for possible closed areas and the quotas(sorry but map reading is sometimes a necessary skill).

I was in a tackle store going over the regs on a particular system a month ago. The whole shop was divided as to the correct interpretation of the regs. They certainly can in some circumstances be confusing. I never really understand why people seem put off by questions. As far as I'm concerned the more questions the better.
