If I have someone fishing out of my boat and they do not have a licence,   Can I face any fines or such?

If you're fishing in an area where rods per angler are restricted, then I would say yes if you have more rods then licences.
otherwise I would say it's probably up to the discretion of the CO.
Why can't this person purchase a day licence or just bite the bullet and buy an annual?

They can be in the boat but not touch any gear at all and as mentioned the rod per person limit applies.

I believe they can take your gear, boat, truck. You can probably get it back but it'd be a pain.

Just another thing they don't teach you when you get a boat. Nobody tells you that you have to ask your new "he's got a boat " friends if they have a licence to go on the fishing trip that they planned. The list of things to learn, from don't load the coolers and gear into the boat on the launch ramp -do it before then, to don't turn left when you leave Grant Narrows until you get to the last buoy is a really long list.

As the boat owner you have to ensure everything is on your boat is to code or regulation. You are responsible for the safety of your passengers but I don't know if you would get charged for someone else breaking the law. I suspect it depends on the mood of the CO.

I also would like to know the answer to this for certain. I would think it's like if your passenger wasn't wearing a seat belt in the vehicle you're driving - the driver gets a fine.

Maybe the CO gives the other guy the fine but take the gear he's using, whether it's yours or his.

I'm not blaming you - I can see that happening pretty easily and I wouldn't be surprised if its actually happened to me in the past - especially just after the annual licenses expire.

It's actually an interesting question. A similar situation can happen more often when to say I give a ride to a person who has fish with them but doesn't have a licence.
Can the police officer fine me because nobody has a fishing licence and there is freshly caught fish in my car? I believe not, of course, if there is evidence that the fish belongs to the other person.
Same with a boat. But I'm not 100% sure. For captain of a boat can be different regulations.
