I imagine a lot of fish got pushed down into the lower river in the high water

Say what? Very unlikely a steelhead at this time of year would be 'pushed' downstream.  Or perhaps you're looking for fewer anglers in the upper river  ;)

Water is nice, fished 3 spots this a.m...saw nothing heard of nothing caught. Soooooooper slowwwwww where's all the fish?!

after leaving the upper i fished mid river for an hour or so and lost one, saw one roll, and saw another angler land one

Tried upper this morning, then lower at a couple spots around midday. Nothing hooked, nothing seen, nothing doing. The weather was pleasant and warm though and we enjoyed the sun for a few minutes :D

Glad I went river, was primo. Great day with a buddy from out of town we fished a few spots upper then mid-river. Took home this nice little hatchery doe:

May be the only hatchery left from mid river and below LOL, nice fish.
Fished mid river also for five hours, not a sniff. River is in great shape.

Windy today with showers but river was fishable when I looked 5 minutes ago.
