Probably because you can keep any trout you catch in a lake, both wild or stocked (trout in Deer Lk are mostly stocked) in Region 2.  It would cost a lot of money and time to clip all stocked trout in lakes.

In a river, you have to release all wild trout and steelhead.  So it makes it easier for the angler to ID the hatchery fish missing the adipose fin.  Fisheries managers also want to use the wild fish for brood stock so they can easily tell which are the wild fish in rivers.

I never did eat a trout out of Deer Lk too, always CnR.  Many of the rainbows I caught in Deer Lk had lesions on their bodies.  How is their condition this year?
