from what I've read, yes. So was my experience late july last year. Though it is dependent on weather which will affect the insect activity. Higher elevation the better obviously. This is a new video of Brian Chan and GofishBC

The lower elevation lakes, particularly below 4000ft will mostly be in the doldrums and fishing will be slow. Even then fishing early, late in the day or at night can be productive. Lakes with an algae bloom also can do well as the bloom keeps the heat from penetrating and is usually reaches just a few feet below the surface. Fish just a bit below that. Higher lakes that are getting towards 5000ft can be still be productive. Lakes like Bolean, Spa, Arthur and those on the Nehaliston Plateau have been known for their good summer fishing.
