do i need a boating licence if i row instead of attaching a motor to it?

No, just make sure you have the proper PFD.
Unless things have changed ( and they might have) you don't need one unless your motor is over 9.9 HP.
Someone will correct me if I'm wrong.
But row boats NO.

i think you need an operators licence for any power boat and boat licence for any boat with a 10hp motor plus.

Yes as posted above anything with a motor, even electric, you need your boaters card.

I have heard of a few people already this year that have been checked and a couple $250ish fines handed out.

They have progressivly been bringing this program in over the last few years but as of september last fall, it is mandatory for anyone and everyone regardless of hp, boat length or age. This being the first spring since that change, I'm sure there will be a lot of checks knowing that a lot of people still do not have theirs.

The test is easy anyways.  Just like your written exam for your driver's license.  Know a few flags, some basic safety stuff, and you're all set.

Mine's ziptied to my regular PFD so that I won't ever forget to bring it with me.
